Police Chiefs Advocate for Accountable, Citizen-Focused Policing

The National Police Service (NPS), in partnership with the International Justice Mission, organized a significant Sub-County Commanders’ Consultative Dialogue at the National Police Leadership Academy on Saturday.
The event concentrated on enhancing leadership, accountability, and operational efficiency across the Service.
Under the theme “Strengthening Capacity and Enhancing Operational Effectiveness at the Sub-County Level,” the gathering assembled senior police commanders and stakeholders to explore strategies for developing a robust, professional, and citizen-focused police force capable of addressing emerging security challenges while preserving public confidence and upholding legal standards.
On behalf of Inspector General Douglas Kanja, Deputy Inspector General of the Kenya Police Service Eliud Lagat emphasized that transformational leadership and innovation are critical in contemporary policing.
He encouraged commanders to welcome change, enhance their capabilities, and implement innovative methods to address emerging criminal activities while advancing community-based policing and involving citizens in security enhancement.
“The contemporary policing landscape requires leaders who can rapidly adapt, motivate their personnel, and establish stronger connections with the communities they protect,” he stated.
Lagat also directed commanders to prioritize the well-being and professional advancement of their officers through mentorship programs, positive leadership approaches, and cooperation with various agencies and stakeholders.
Deputy Inspector General of the Administration Police Service Gilbert Masengeli observed that the reputation and efficiency of the Service are significantly influenced by officers who have direct contact with the public.
He urged commanders to adopt compassionate and transformative leadership that acknowledges officers’ capabilities while fostering strong human connections with the communities they serve.
Commandant of the National Police Leadership Academy, Mathiu Kainga, commended the leadership of the National Police Service for backing officer training, leadership development, and institutional reforms at the academy.
During the conference, IJM Country Director Vincent Chahale reaffirmed the organization’s dedication to supporting the National Police Service, noting that a professional and accountable police force benefits society collectively.
Additional participants at the dialogue included NPS Director of Training Hassan Aljir, senior police commanders, academy staff, and other IJM officials.
