IPOA Investigates Police Shooting in Embu as Protest Death Toll Reaches Three

The National Police Service (NPS) has requested public assistance with information regarding the fatal protest at a hospital in Embu County, where the death toll has now reached three.

This announcement follows the NPS confirmation that the Independent Policing Oversight Authority (IPOA) will investigate the incident at Ishiara Level 4 Hospital on April 14.

Reports indicate the protest commenced as a peaceful demonstration organized by the Evurore Ward community to protest inadequate hospital services and conditions. Police intervention worsened the situation, with live fire resulting in the deaths of two protesters and serious injuries to another, who subsequently died in hospital.

In a statement, the NPS encouraged citizens to submit pertinent information at the nearest police station, to a law enforcement officer, or through toll-free numbers, including anonymous reports.

The NPS assured the public that comprehensive documentation and accountability procedures for this incident are currently in progress. The Independent Policing Oversight Authority (IPOA) has been informed to enable thorough investigations to begin promptly and transparently. The police will provide complete cooperation to this independent body,” the NPS statement read.

Embu County Commissioner Nalyanya Wanyonyi also confirmed that officers who fired live bullets during the protest will be investigated.

The officers who used live bullets will be investigated by IPOA. If found responsible, they will face consequences as we do not support the use of live bullets against anyone. Police have received training on managing demonstrations,” he stated.

Among the issues raised were drug shortages, unreliable ambulances, and inadequate infrastructure.

Demonstrators are demanding a comprehensive audit of the hospital’s finances and operations, including the management of Ksh13 million reportedly collected in 2024/25 and Ksh19 million collected between January and March 2026.

They have also called for a complete restructuring of the hospital’s management and the dissolution of the current board.

Governor Cecily Mbarire released a statement condemning the use of live ammunition against protesters.

I strongly condemn the use of excessive force, including lethal measures. Such actions are disproportionate and unacceptable,” she stated.

Additionally, Mbarire outlined the measures taken by the county to address public concerns about deteriorating health services. She mentioned that the county department of health held consultative meetings at the facility on April 7 and 8.

These meetings involved hospital management, the facility board, and key stakeholders, resulting in the identification and prompt implementation of corrective measures. Actions taken included thorough cleaning over two consecutive days and immediate infrastructure improvements,” she said.
