Human rights organisations released a seven‑point guideline to the National Police Service ahead of the June 25 demonstrations.
The date marks the second anniversary of the 2024 protests against the Finance Bill.
The guideline was issued jointly by the Law Society of Kenya and the Police Reforms Working Group and sets out legal and operational expectations for officers at public meetings.
Its main request is that police ensure peaceful marches and protect participants, and that all officers be clearly identifiable to promote accountability.
The document insists that any use of force must be lawful, necessary, and proportionate.
It also encourages officers to favour dialogue and de‑escalation rather than force, and to safeguard media freedom, ensuring journalists can cover events safely.
Finally, the groups call for safe access for medics and human rights observers to provide emergency care and monitor the crowd.
