In a significant moment that reshaped the connection between national and county governance, President William Ruto addressed the Nairobi County Assembly, utilizing the notable platform to introduce a comprehensive transformation plan for the capital.
The landmark speech was more than symbolic. It indicated a new governance strategy based on the Cooperation Agreement between the National Government and Nairobi City County, positioning Nairobi at the core of a unified, high-impact reform initiative.
President Ruto utilized the uncommon appearance to outline an extensive plan to address persistent issues that have hindered the city’s progress. From infrastructure to housing and public order, the President characterized the initiative as a pivotal moment for Kenya’s capital.
He outlined plans to install 50,000 street lights, increase water supply by 50,000 cubic meters daily, and expand sewerage through two 27-kilometer trunk lines alongside a 60,000 cubic meter treatment plant. Road development will span 247 kilometers, accompanied by a complete transformation of solid waste management.
The President also revealed the establishment of a Nairobi Metropolitan Police Unit to restore order and address criminal networks.
Housing continues to be a fundamental component, with 180,000 units and market stalls planned, 112,000 already under construction, intended to alleviate pressure on residents while creating employment opportunities.
Ruto also highlighted key developments anticipated to enhance Nairobi’s international standing, including Talanta Sports City Stadium, the Bomas International Convention Complex, and the expansion of Jomo Kenyatta International Airport.
However, it was the venue as much as the content that captured attention. By entering the County Assembly chamber, a space typically designated for devolved governance, the President erased the traditional boundaries of authority and conveyed a clear message: Nairobi’s challenges require collaborative action, not separate leadership.
He challenged Members of County Assembly and residents to support the reforms, reject cartels, and embrace accountability.
