Mombasa County has demonstrated consistent growth in its own-source revenue, accumulating KSh 4.8 billion in the most recent fiscal period, an improvement from KSh 4.5 billion in the preceding year and Sh3.9 billion during 2022/23. This upward trend persists despite ongoing difficulties impacting principal revenue sources.
Testifying before the Senate County Public Accounts Committee, Governor Abdulswamad Sheriff Nassir attributed the positive development to enhanced revenue collection mechanisms, stricter enforcement measures, and sound financial oversight. The governor emphasized that these achievements were accomplished without implementing additional tax burdens.
Nevertheless, collections for land rates and cess remain below their intended targets. The county realized Sh883 million in land rates against a Sh1.4 billion goal, while cess revenue amounted to KSh 520 million compared to a projected KSh 780 million. Authorities explained these deficiencies by citing enforcement complications, public opposition, and operational interruptions.
To improve future revenue intake, the county is implementing digital land records, reassessing its valuation framework, and conducting a digital business registration initiative designed to expand the taxable base and enhance compliance throughout Mombasa.
