Siaya County Annual Development Plan (ADP) 2025/2026 – Call for Public Participation

The Siaya County Government has released its Annual Development Plan (ADP) for the 2025/2026 financial year, outlining a bold roadmap aimed at accelerating economic growth and improving public service delivery. The plan, which forms part of the implementation cycle of the County Integrated Development Plan (CIDP) 2023–2027, places agriculture, healthcare, climate resilience, and enterprise development at the heart of the county’s development priorities. County officials say the blueprint aligns not only with local aspirations under the Nyalore manifesto but also with broader national and global development goals.

According to the document, Siaya is banking on strategic flagship projects to drive economic transformation and food security. Among the key initiatives is the operationalization of the Siriwo Rice Mill, a major investment expected to boost rice production and expand market opportunities for local farmers. The county also plans to strengthen agricultural subsidy programmes, improve extension services, and invest in value addition for crops, livestock, and fisheries. Additional programmes highlighted include the establishment of aggregation centres to support small and medium enterprises, implementation of early childhood school feeding programmes, and expansion of climate adaptation interventions to safeguard livelihoods threatened by unpredictable weather patterns.

The plan has been welcomed by stakeholders who view it as a crucial step toward unlocking Siaya’s economic potential. Local leaders and development partners say the renewed emphasis on enterprise growth, environmental conservation, and the development of key ecosystems—such as the Lake Kanyaboli conservation area—shows the county’s commitment to sustainable development. Education advocates have also praised the school feeding programme, noting that it will boost enrolment and improve learning outcomes across early childhood centres.

Going forward, the county government is expected to roll out sectoral implementation frameworks to monitor progress and ensure accountability in project delivery. Officials say successful execution of the ADP will not only position Siaya as an emerging agricultural and industrial hub but also improve the quality of life for residents through enhanced services and increased economic opportunities. As the county moves into the next phase of its Nyalore agenda, all eyes will be on how effectively the ambitious plan translates into tangible results on the ground.
