On July 1, 2025, Nairobi stakeholders convened at the Kenya Institute of Curriculum Development (KICD) to assess infrastructure needs for CBC implementation, revealing over KSh 85.5 billion invested since 2016.
Education Cabinet Secretary Julius Migos Ogamba led the high-level stakeholder forum at KICD Nairobi on July 1, 2025, where government officials, educators, development partners, and civil society representatives reviewed infrastructure milestones and funding gaps under the Competency-Based Curriculum (CBC). The meeting highlighted that KSh 85.5 billion had been invested in CBC infrastructure for primary schools between the 2016/2017 and 2024/2025 financial years, with KSh 61.66 billion allocated specifically to Junior Secondary School (JSS) between 2023/2024 and 2024/2025.
Despite these investments, stakeholders raised concerns about persistent classroom shortages, inadequate sanitation facilities, and limited digital infrastructure in Nairobi’s public schools. The forum emphasized the need for accelerated construction of CBC-compliant classrooms, especially in high-density urban areas like Embakasi and Dagoretti. Participants also called for better coordination between national and county governments to ensure equitable resource distribution and timely project completion.
Dr. Ogamba noted that Sh310 billion had been spent on secondary education capitation over the past five years, supporting over 19 million students nationwide. However, Nairobi’s rapid enrollment growth and urban migration trends have strained existing facilities, prompting calls for targeted infrastructure audits and community-led monitoring. The Ministry of Education pledged to publish a CBC infrastructure scorecard by the end of 2025 to track progress and accountability.
The meeting concluded with recommendations to integrate CBC infrastructure planning into county development agendas, expand partnerships with private sector and NGOs, and prioritize inclusive designs for learners with disabilities. Nairobi County officials committed to aligning their school improvement blueprint with national CBC goals, reinforcing the city’s role as a pilot hub for education reform.
