Sakaja Suspends Urban Planning Chief Amid Graft Probe, Appoints Replacement

Nairobi Governor Johnson Sakaja has suspended the County Chief Officer for Urban Planning, Patrick Analo, following his involvement in a Ksh65.3 million corruption case with the Ethics and Anti-Corruption Commission (EACC), and appointed Dominic Mutegi to the position in an acting capacity, effective immediately.

During a statement on Friday, June 5, Sakaja additionally suspended the county’s Urban Planning Technical Committee while announcing these changes.

This occurred shortly after the EACC sent a letter to City Hall requesting the immediate suspension of the County Executive Committee member in accordance with Regulation 25 of the Leadership and Integrity Regulations, 2015, and Section 43 of the Conflict of Interest Act 2025.

“The commission further directs that, during the suspension period, the officer must be denied any access to his office. This is to prevent concealment, alteration, removal or destruction of records, documents or evidence relevant to the investigation; or interference with the investigations in any way,” part of the letter to County Secretary Godfrey Akumali stated.

According to the Governor, Analo has been prohibited from accessing his office and will also be restricted from accessing or managing any county documents during ongoing investigations.

“The County Chief Officer for Urban Planning, Patrick Akivaga Analo, is immediately suspended pending the conclusion of the investigation,” Sakaja stated.

“The officer will not be permitted to access his office or any official documents or systems during this period. Mr. Dominic Mutegi, the Director of Development Management, will act in this capacity effective immediately,” he added.

Sakaja further announced the suspension of the Urban Planning Technical Committee, the primary body responsible for processing development approvals in the city.

He also directed that all development approval processes be halted until the committee is fully reconstituted, a decision likely to impact hundreds of ongoing and pending projects across Nairobi.

“All processing of development approvals is suspended until the full reconstitution of this committee,” he ordered.

The Governor further assigned County Executive Committee Member for Built Environment and Urban Planning, Patrick Mbogo, to handle urgent development applications.

Sakaja stated the devolved unit would fully cooperate with investigators while emphasizing that corruption would not be tolerated within his administration.

“Corruption has no place in public service. Every public officer is individually accountable for their actions and must be prepared to answer to the law when allegations of wrongdoing arise,” he said.

The developments follow a day after EACC officers conducted a search operation, recovering over Ksh65.3 million in cash along with other items, including title deeds and laptops.

The funds were allegedly discovered at the suspect’s residence in Syokimau, Machakos County, and in the trunk of his motor vehicle.

During the search, the commission confirmed the operation yielded substantial evidence, including Ksh51,300,000 and US$113,000 (Ksh14 million), bringing the total cash recovered to approximately Ksh65.3 million, which detectives believe is proceeds of corruption.
