The National Police Service has implemented immediate adjustments within the Presidential Security Unit and initiated a comprehensive investigation after a security incident during President William Ruto’s public function in Ganze, Kilifi County on Sunday.
Through an official statement, Inspector General Douglas Kanja verified that the incident transpired during a thanksgiving ceremony where the President was present.
“The National Police Service wishes to inform the public about a significant security incident that took place… when His Excellency Dr. William Samoei Ruto… was engaging with the public,” the communication read.
While authorities withheld specifics of the incident, the Inspector General described it as unacceptable and classified it as a national security issue.
“Any compromise to the President’s security is unacceptable and represents the most serious national concern,” Kanja declared.
The police commander announced the establishment of a specialized investigative team to determine how the incident occurred and identify any deficiencies in protective measures.
“I have immediately formed a dedicated investigative team to conduct a prompt, comprehensive, and rigorous examination into how this security lapse happened,” he stated.
Kanja further disclosed that immediate modifications had been made to the security personnel responsible for safeguarding the President.
“I have also directed immediate adjustments to the security team tasked with the President’s protection to enhance protocols and address any existing weaknesses,” he noted.
Several hours later, an internal directive signed by Deputy Inspector General Eliud Lagat outlined changes within the Kenya Police Service impacting officers assigned to the Presidential Security Unit and related units.
As part of the reorganization, Noah Kirwa Maiyo was reassigned from Commandant of the PEU to Kenya Police Headquarters – Vigilance.
Juda Mathews Gwiyo, who held the position of Deputy Commandant of the PEU, was instructed to begin leave in preparation for retirement.
William Sawe was named Commandant of the PEU, transitioning from his previous role as Commanding Officer of the Recce Sub Unit.
George Kirera was transferred from Staffing Officer Personnel PEU to Deputy Commandant PEU.
Josphat Sirma was elevated from Deputy Commanding Officer of the Recce Sub Unit to Commanding Officer of the Recce Sub Unit, while Rere Kipkoech was relocated from Deputy SOB1 to Kenya Police Headquarters – Vigilance.
The Inspector General stressed that security protocols for the Head of State would be reinforced moving forward.
“The protection of the Head of State is a national security priority and will be accorded the highest level of seriousness,” Kanja emphasized.
He further stated that all participants at public events featuring the President and other high-ranking officials must adhere to established security measures, warning that any attempts to circumvent security would be met with “the full force of the law.”
