The National Assembly has passed new regulations that modify civil servants’ payslip formats, an initiative designed to enhance fairness and transparency in public sector compensation.
The reforms, brought forward by the Salaries and Remuneration Commission (SRC) Regulations of 2025, establish structured job classifications, standardized pay scales, and precise allowance guidelines.
Members of Parliament highlighted that these changes will rectify disparities where personnel in comparable positions across various government entities receive different wages because of differing allowance arrangements.
The cornerstone of the approved SRC regulations is the transition from fragmented payment frameworks to consistent salary bands linked to job assessment.
“Salary distribution has been conducted in an arbitrary manner. Public servants have experienced numerous inequalities. The Regulations establish a degree of consistency and reliability,” stated Nyando MP Jared Okello.
Under the new regulations, civil servants will be systematically evaluated and assigned to specific pay grades.
When presenting the motion for approval, Ainabkoi MP Samwel Chepkonga informed the House that the revised regulations had rectified previous legal and constitutional deficiencies that resulted in their earlier invalidation.
He explained that the approved regulations would enable SRC to fulfill its duties in what he characterized as a fair, transparent, and accountable manner.
In addition to resolving the fragmented pay system, the regulations will also implement allowance rationalization, which has traditionally been exploited to unjustly augment compensation in certain government agencies.
The new provisions establish clear criteria for the allowances civil servants receive. This implies that personnel previously enjoying substantial allowances may experience reductions.
For example, a worker earning Ksh100,000 with significant allowances might undergo pay reassessment featuring slightly decreased allowances but increased basic salary.
