NTSA Launches Digital Logbook System for Vehicle Registration

The National Transport and Safety Authority (NTSA) has unveiled significant reforms to vehicle registration and ownership in Kenya, implementing a new digital e-Logbook system to substitute conventional paper documentation.

Effective June 10, the new system will be completely integrated with the government’s eCitizen platform, as confirmed by NTSA Director General Nashon Kondiwa.

During a media briefing at the third Annual Regulatory Authorities and Agencies Conference at South Eastern Kenya University on Thursday, May 7, Kondiwa explained that this initiative forms part of continuous efforts to modernize and enhance efficiency in public service delivery.

‘We are not only making services more accessible by allowing electronic access to logbooks, but we are also removing bureaucratic hurdles and eliminating cartels,’ Kondiwa emphasized.

According to the authority, the digital logbooks will be automatically created through the NTSA portal, guaranteeing immediate updates to vehicle records with any change in ownership.

This approach, the authority noted, would prevent fraud commonly associated with vehicle ownership transfers.

‘This removes the dangers of utilizing an obsolete paper logbook and minimizes fraudulent activities in private vehicle transactions,’ Kondiwa added.

The new system will allow vehicle sellers and purchasers to begin transfer processes online without requiring physical visits to NTSA offices.

The logbooks will incorporate advanced security features, including encryption and secure hashing, to prevent forgery and unauthorized modifications.

Each logbook will feature a QR code that buyers, financial institutions, and insurance companies can scan to instantly verify ownership and associated details.

The authority reports that final preparations are underway, with support systems already established to facilitate a seamless transition to the new platform.

NTSA described the new logbooks as efficient and cost-effective to replace.

This initiative aligns with the broader digitization of government services, as the authority progressively moves most of its operations online.
