TSC Restructures Senior Leadership Before Nationwide Teacher Evaluation

The Teachers Service Commission (TSC) has unveiled a significant restructuring of its senior leadership team at both national and regional levels in preparation for a comprehensive teacher evaluation initiative scheduled nationwide.

Starting Monday, May 18, county and sub-county directors alongside curriculum support personnel will conduct on-site evaluations across educational institutions in all 47 counties.

This assessment will concentrate on evaluating instructional quality, policy compliance, and professional behavior of educators in public educational institutions.

School administrators have been instructed to organize specific documentation prior to the evaluations, including teacher attendance logs, comprehensive timetables, approved curriculum plans, and student evaluation documentation.

“This documentation framework aims to support educators in maintaining professional records that supervisors can review for performance assessment purposes,” according to the TSC.

Educators are also required to maintain detailed professional development portfolios containing instructional resources, evaluation records, evidence of professional development, community engagement activities, and creative teaching methodologies.

Evaluation teams will also confirm eligibility for the Wajibika Award among teachers and educational institutions.

The TSC leadership changes precede the evaluation initiative, featuring numerous notable appointments and relocations nationwide.

Elijah Omwenga has been reassigned from his position as Central Region Regional Director to TSC headquarters, where he will assume the role of Deputy Director of Staffing. Victoria Muoka, the outgoing Western Region Regional Director, will replace him in Central.

Hassan Abukar transitions from his role as Makueni County TSC Director to become Eastern Region Regional Director. Esther Musani, previously West Pokot County Director, has been elevated to Regional Director for Nyanza.

Joseph Kariuki, former Nyanza Regional Director, has been redeployed as Nyeri County Director, while Catherine Mwenda relocates from Nyeri to TSC headquarters.

Nzovu Nzioka, previously based at TSC headquarters, has been assigned as Western Region Regional Director, and Wilson Koros has been transferred from his previous position to serve as County Director in Laikipia.

These personnel movements result from interviews conducted during March and April of this year to fill six regional director positions and other field positions advertised in October 2025.

Some TSC officials have expressed reservations regarding the appointments, citing perceived irregularities in the promotion process. Concerns about potential disciplinary issues among certain selected individuals have also been raised.

These concurrent measures reflect the TSC’s continuing commitment to improving educational quality and promoting responsibility throughout the system.
