Ruto Names Julius Mbijiwe Vatican Ambassador, 8 to NCIC

President William Ruto has unveiled multiple new appointments to governmental positions and commissions in an effort to enhance state functionality.

The gazette notice from May 8, 2026 reveals that Julius Murori Mbiuwe has been designated as a Diplomat within the Foreign Service.

Mbiuwe’s nomination was sanctioned by the National Assembly just one week prior, enabling his formal appointment by President Ruto.

Notably, Mbiuwe will represent Kenya as Ambassador to Vatican City, representing a notable advancement in the nation’s diplomatic outreach.

Concurrently, President Ruto designated Kepha Nyamweya Omae as Head of the National Cohesion and Integration Commission (NCIC) for a six-year period.

Simultaneously, Ruto selected several individuals to serve as NCIC members for an equivalent six-year term, beginning May 6, 2026.

The appointees consist of Jackson Swadi Kedogo, Samuel Mwachiro Mwawasi, Irene Tuel, Hassan Ahmed, and Jerusah Michael.

The presidential appointments were executed utilizing constitutional and statutory presidential authorities, as stated in the notice.

The NCIC appointments followed approval by the National Assembly after committee deliberation.

Approval occurred during a parliamentary session at the National Assembly in Nairobi on Wednesday, April 29, 2026, following legislators’ endorsement of a report by the Committee on National Cohesion and Equal Opportunity.

This action coincides with the conclusion of the previous commissioners’ six-year non-renewable mandates, including former chairperson Samuel Kobia and seven other commissioners whose terms concluded on November 17, 2025.

Upon assuming their NCIC roles, the eight appointees will oversee and promote harmonious coexistence among Kenya’s varied ethnic groups.

They will also handle investigations into ethnic or racial discrimination allegations and submit recommendations to the Attorney General, the Human Rights Commission, or relevant bodies.
