Savula Says He’s Not Just Deputy Governor but Co-Governor in Kakamega

Kakamega Deputy Governor Ayub Savula has stirred up debate by insisting he is not merely a deputy but a co-governor, claiming that he and Governor Fernandes Barasa share power equally. According to Savula, their arrangement was formalised in a written deal filed with the Registrar of Political Parties.

Savula says this power-sharing agreement means each of them controls half of the county government’s functions, including an equal split of ministries. He told the media that, under the accord, Barasa oversees five county ministries while he manages the other five — a setup he argues justifies his co-governor title.
The claim has drawn mixed reactions. While some see his remarks as bold and honest, others—including Savula himself—have later walked back the co-governor label. He told Western Kenya Times that he was misquoted, insisting he remains loyal to Barasa and will operate within constitutional bounds.
