Transport Cabinet Secretary Davis Chirchir has rejected claims associating Zimbabwean businessman Wicknell Chivayo with the multi-billion shilling modernization project at Jomo Kenyatta International Airport (JKIA).
During a press briefing on Thursday, June 18, 2026, Chirchir said Chivayo’s firm, IMC Construction Kenya, did not submit a bid or take part in any consortium during the procurement exercise.
“I want to address the misinformation in circulation. The company mentioned in those reports was not a bidder in this procurement process and has no involvement whatsoever in the project,” Chirchir said.
The Cabinet Secretary added that every contractor that submitted a proposal was required to make a legally binding disclosure of all parties involved in joint ventures, and none of the bidders named the company in question.
Chirchir also corrected what he described as inflated cost estimates reported by some media outlets, saying the contract award is not expected to go beyond Ksh 154.2 billion.
He said the project includes rehabilitating the existing airfield and terminals, alongside the construction of a new terminal building. The expansion is expected to raise JKIA’s passenger capacity from the current Ksh 7.5 million to Ksh 22 million annually.
The Government said funding for the project is being arranged through the Trade Development Bank and the African Finance Corporation as lead arrangers.
Chirchir maintained that the full procurement process was carried out transparently and in line with the Public Procurement and Asset Disposal Act.
