Supplementary budget needed to adjust lines

The Treasury did not intend to prepare another supplementary budget.

However, certain budget lines needed adjustments before the year could be concluded.

Some development partner projects, including Mwache Dam, required action because funding was at risk of being withdrawn if conditions were not met. The adjustment creates room for donor financing to cover completed work that could not wait until the next financial year.

There is also the World Cup matter involving KBC. We have allocated Sh150 million to enable KBC to partner on World Cup advertising. Additional funds have been set aside for the Ministry of Public Service to finish automating the human resource integration system, which will help identify salary cheats.

Funds are also needed for teachers who marked the examinations but had not been paid. After consultations with the President, it was agreed that Sh1.5 billion should be provided so they are paid before the financial year ends, settling that debt.

Appropriation in aid and donor-funded projects do not create additional expenditure.

The spending that will increase is about Sh8 billion and covers the KBC allocation, the Sh1.5 billion for examination invigilation fees, and the security sector.

I understand that people have concerns about security, but there are many issues that Kenyans may not be told about. If there is pressure on security, it would be negligent and careless not to approve the funds.

A supplementary budget is not a request for money to be spent in the future. It concerns money already spent that is being regularised.

Article 223 is what is being regularised. The law does not refer to a supplementary budget as such; it allows government to spend money and seek approval later.

Much of the money has already been used, including security-related expenditures.

When contracts involve matters such as police modernisation, they come with timelines. If payment is delayed, it creates an additional cost.

The National Treasury Cabinet Secretary said the adjustments were necessary to align specific budget lines.
