Kenya and the United States have established a bilateral health agreement designating the Laikipia Air Base in Nanyuki as a central location for Ebola preparedness efforts. According to available information, the air base will host a quarantine facility designed to monitor individuals potentially exposed to the Ebola virus. As part of this agreement, American citizens exposed to Ebola will be transported to Kenya for monitoring at the facility, which has a capacity for 50 quarantine beds. The United States will deploy more than 30 public health professionals to support operations at the Laikipia facility. Financial commitments from Washington include an initial allocation of approximately Sh1.7 billion for the response, plus a substantial commitment of Sh14.4 billion in bilateral assistance designated for regional Ebola response efforts. The regional emphasis follows reports from the Democratic Republic of Congo (DRC) indicating over 220 fatalities resulting from Ebola outbreaks. In addition to quarantine capabilities, the agreement seeks to enhance health systems, disease surveillance mechanisms, and testing infrastructure across the region. Kenya is expected to acquire essential medical supplies specifically for Ebola preparedness. Nevertheless, the implementation of this quarantine initiative has encountered a legal obstacle. A Kenyan court has issued a temporary suspension of the initiative, with the next hearing set for June 12, 2026. President William Ruto justified Kenya’s hosting of an Ebola health facility at Laikipia Air Base, stating it represents a longstanding partnership with the United States in global health security and pandemic response. The President indicated that the arrangement forms part of Kenya’s cooperative efforts with international partners to strengthen public health systems. Ruto noted that the government had already implemented comprehensive preparedness measures to address any potential Ebola outbreak, including isolation units, surveillance systems, and treatment facilities.
