The National Assembly has officially recognized legislative proposals from Kiharu MP Ndindi Nyoro intended to decrease fuel costs nationwide, setting the stage for comprehensive review by appropriate committees.

Through a correspondence dated May 19, 2026, the Clerk of the National Assembly confirmed receiving Nyoro’s submissions and stated they would be processed according to Article 114 of the Constitution and the Assembly’s Standing Orders.

The correspondence revealed that the submissions have been transmitted to pertinent committees, specifically the Budget and Appropriations Committee and the Departmental Committee on Finance and National Planning, for thorough examination.

The Assembly additionally indicated that Nyoro must provide presentations regarding the financial impact of his suggestions, especially concerning the approved FY 2025/26 Budget, the FY 2026/27 estimates, and commitments associated with the Road Maintenance Levy Fund.

The Clerk’s entity also extended an invitation to the legislator to collaborate with the Parliamentary Budget Office and concerned committees at a suitable time to further deliberate on the suggested modifications.

“We appreciate your submission of the legislative initiatives for House consideration, and request your availability to discuss them with the Parliamentary Budget Office and the aforementioned Committees,” partially read the correspondence from the Clerk’s Office.

Previously, Nyoro had communicated with the Speaker of the National Assembly requesting an extraordinary parliamentary session to deliberate on strategies for reducing fuel costs, which followed a significant hike announced by the Energy and Petroleum Regulatory Authority (EPRA).

In his initiative, the parliamentarian contended that a combination of tax reductions, elimination of levies and increased subsidies could substantially decrease fuel costs, which he claimed had imposed a substantial strain on Kenyan citizens.

Nyoro specifically proposed reducing VAT on petroleum products, and allocating Ksh5 billion from the Fuel Stabilisation Fund to mitigate diesel price impacts.

He further projected that the combined strategies could decrease fuel prices by approximately Ksh27 per litre, potentially bringing petrol below Ksh190 and substantially alleviating transportation and daily expenses.

The legislator also expressed concerns regarding the government-to-government fuel importation framework, claiming it advantages politically connected persons and advocating for its immediate replacement with a more transparent system.

Nyoro asserted that reforming the system would shield consumers from recurring price fluctuations influenced by both international and domestic market conditions.

The National Assembly, nevertheless, stressed that all suggestions will receive complete legislative examination before any determination is made regarding their acceptance or execution.
