Kiambu Assembly Begins Budget Debate with CFSP Submission

The Kiambu County Assembly has initiated discussions on the 2026/2027 budget after presenting the Kiambu County Fiscal Strategy Paper (CFSP) for 2026.

Hon. Godfrey Mucheke, Leader of the Majority Party, submitted the essential policy document to the House during a session chaired by Speaker Hon. Charles M. Thiong’o on Tuesday. This action triggers a systematic review process that will establish the county’s spending limits and financial priorities for the coming year.

Speaker Thiong’o referred the document to the appropriate sectoral committees for thorough examination, adhering to the Assembly’s established procedures and legal obligations.

The CFSP delineates the county administration’s financial structure, expected revenue, and primary strategic objectives for the 2026/2027 fiscal period. It forms the basis for developing the annual budget estimates, ensuring that policy goals match available financial resources.

The document was presented in compliance with the Public Finance Management Act, which obligates county governments to submit fiscal strategy papers to their assemblies annually by February 28. The legislation mandates that assemblies examine and adopt the CFSP, with or without modifications, prior to finalizing budget estimates.

Each sectoral committee has 14 days from submission to scrutinize the financial proposals, evaluate sector-specific priorities, and consult stakeholders within their jurisdictions. The committees are tasked with collecting input from the public, departmental representatives, and other concerned individuals before drafting their reports.

After completing the sectoral reviews, the reports will be transmitted to the Budget and Appropriations Committee (BAC), which will compile them into a unified report for consideration by the entire House. County Assembly members will then examine the recommendations and can approve the report as is or with modifications.

Adopting the CFSP will establish the financial and policy trajectory for developing the 2026/2027 budget estimates, directing resources to vital areas including healthcare, infrastructure, agriculture, education, water supply, and commerce.

Concurrently, residents and stakeholders have been encouraged to contribute by submitting written submissions regarding the proposed CFSP by March 11, 2026. The Assembly has highlighted that public involvement remains a constitutional mandate and a fundamental component in promoting transparency and accountability in financial governance.

The CFSP document is available on the Kiambu County Assembly’s official website, enabling the public to download and examine its contents before preparing their feedback.

County officials have stressed that active public participation will enhance the budget formulation process and ensure that development objectives address the requirements and hopes of Kiambu residents.
