Kitui’s CIDP reveals progress in health, food security, and infrastructure (2021/22)

Kitui County’s Integrated Development Plan (CIDP) for 2018–2022 set out an ambitious roadmap aimed at transforming the region through inclusive and sustainable development. The plan, themed Transforming Kitui for Inclusive and Sustainable Development, was produced through an extensive consultative process involving residents, community leaders, technical officers, and development partners. It serves as a guiding framework directing how the county intends to prioritize and implement development initiatives over the five-year period.
The CIDP outlines the county’s key development pillars, with particular emphasis on essential sectors such as food security, water accessibility, healthcare, education, wealth creation, and social inclusion. It highlights Kitui’s existing economic strengths—including mineral resources, livestock production, and crop farming—while also addressing infrastructure gaps that need long-term investment. Population projections and resource mapping included in the plan help guide targeted development interventions across all sub-counties.
Stakeholders who took part in crafting the document viewed it as a major step toward coordinated county development, reducing duplication of efforts, and ensuring that public participation directly informs government budgeting and policymaking. By anchoring its strategies in community priorities, the county sought to improve its service delivery and accelerate socioeconomic transformation, especially for marginalized groups.
Moving forward, the CIDP serves as the foundation for subsequent annual development plans and budget cycles. Its successful implementation is expected to boost Kitui’s resilience, create economic opportunities, and strengthen local governance structures. The plan also positions the county to tap into national and international partnerships that support long-term development across Kenya’s devolved units.
