Kenya’s County Development Plans Fully Align with BETA Priorities

All 47 counties have revised their County Integrated Development Plans (CIDPs) to align with the national Bottom-Up Economic Transformation Agenda (BETA), according to the Council of Governors. The 2024–2028 plans prioritize affordable housing, healthcare, agro-processing, and digital jobs. Over Ksh300 billion in county budgets will fund BETA-aligned projects, with joint monitoring by the National Treasury. Nairobi focuses on tech hubs, Kakamega on dairy, and Turkana on aquaculture. The World Bank praised the harmonization as a step toward cooperative devolution. Auditors will track performance using shared indicators on jobs, health, and education outcomes.
