Kenya Amends PPP Act to Fast-Track Infrastructure Projects

Kenya has amended the Public-Private Partnership (PPP) Act to accelerate infrastructure projects by streamlining approvals and enhancing investor protections. The new law, effective May 2024, reduces project approval time from 18 to 6 months and establishes a dedicated PPP dispute resolution tribunal. It also allows counties to initiate PPPs in health, water, and waste management. The first projects under the new regime include a Ksh15 billion waste-to-energy plant in Nairobi and a Ksh8 billion water treatment facility in Mombasa. The World Bank says the reforms will unlock $2 billion in private infrastructure investment by 2027.
