Kiambu County Unveils Sh168 Billion CIDP for 2023–2027

Kiambu County Governor Kimani Wamatangi has unveiled a Sh168 billion five-year development blueprint aimed at transforming the county’s infrastructure, social services, and economic growth. Launched under the third County Integrated Development Plan (CIDP) 2023-2027, the plan raises the county’s budget projection by Sh52 billion from the previous CIDP period (2018–2022), with Sh127.9 billion expected from the equitable share, own-source revenue, and conditional grants, and an additional Sh40 billion from partnerships with the national government, private sector, and donors.

The development agenda prioritizes key sectors including health, education, water, roads, agriculture, affordable housing, ICT, and youth empowerment. Health alone receives the highest allocation of Sh40 billion over five years to address hospital congestion, inadequate equipment, staffing shortages, and inconsistent drug supplies. Initiatives include constructing and equipping new hospitals, expanding existing facilities, strengthening human resources, and implementing community health outreach programs. Water projects are set to receive Sh25.5 billion for dams, treatment plants, boreholes, rainwater harvesting, and distribution infrastructure to improve rural access, while lands and housing have a Sh22.4 billion allocation targeting affordable housing, digitization of land records, and urban infrastructure development.

Governor Wamatangi emphasized that the CIDP is a covenant with the people of Kiambu and a commitment to making the county a model of devolution. Road infrastructure will benefit from the Sh14.8 billion Boresha Barabara program, education from Sh11.4 billion to expand Early Childhood Development Education (ECDE), and trade from Sh6.5 billion to strengthen micro and small enterprises. Agriculture has been allocated Sh9 billion to increase productivity through subsidized inputs, irrigation, and agro-processing. The Finance department, with Sh12 billion, will focus on good governance and internal revenue growth while deepening partnerships with donors including the World Bank, USAID, and NARIGP to ensure effective resource mobilization.
