Wajir County Revenue Enhancement Action Plan 2025

Wajir, Kenya — The Wajir County Government has unveiled its Revenue Enhancement Action Plan (REAP) 2025, a strategic roadmap designed to strengthen revenue administration and maximize the county’s own-source revenue (OSR) potential. Developed with technical support from the Commission on Revenue Allocation (CRA) and the World Bank’s Kenya Accountable Devolution Programme (KADP III), the plan aims to close the gap between Wajir’s historical revenue collections and its estimated potential of Kshs 632 million annually.

Historically, Wajir has collected only 7–17% of its OSR potential, but the county recorded a significant improvement in FY 2023/24, achieving 26% of its estimated revenue potential, marking the highest performance in over a decade. The REAP identifies trading licensing fees as the largest contributor to OSR, accounting for 23.5% of potential revenue, followed by natural resource transportation fees (17.6%), parking fees (16.1%), and market trade centre fees (14.4%). The plan emphasizes structural reforms, enhanced compliance, and capacity-building initiatives to ensure sustained revenue growth.

County officials say the REAP will enable more robust funding for development priorities, including healthcare, infrastructure, and social services. By unlocking the full potential of our revenue streams, we can deliver better services to our residents and reduce dependency on national transfers, said a county finance spokesperson. The plan has been welcomed by stakeholders as a critical step toward fiscal independence, improved accountability, and long-term economic growth for Wajir County.
