Senators Criticize Nandi Governor on Financial, Data Protection Issues

Governor Stephen Sang of Nandi and his administrative team face intense criticism from senators concerning purported financial mismanagement and legal violations within major county organizations.

During a press release dated Tuesday, January 27, 2026, the Senate County Public Investments and Special Funds Committee, chaired by Senator William Kisang, inquired about the Nandi County Executive’s handling of Kapsabet Nandi Water and Sanitation Company, Kapsabet Municipality, and the Kapsabet County Referral Hospital.

Among the three entities, Kapsabet County Referral Hospital took center stage following a qualified audit assessment from the Auditor General.

The senators indicated that the audit revealed significant deficiencies in the hospital’s internal controls, risk management protocols, and adherence to legal requirements.

A primary concern highlighted was the hospital’s failure to comply with the Data Protection Act. Under questioning, KCRH admitted to not having a personal data retention schedule and to not publishing any policies for managing confidential patient information.

By handling sensitive medical histories and banking details without consideration for the Data Protection Act, this administration is essentially sitting on a legal time bomb,” stated Senator Raphael Chimera.

Furthermore, the legislators also queried a documented Ksh8.9 million deficit associated with improper waivers.

Referencing the Constitution of Kenya, 2010, Senator Kisang invoked Section 159 of the Public Finance Management Act, which mandates that all waivers must be accurately documented and subjected to audit.

Additionally, the committee disputed reports indicating zero income from hospital residential properties despite the existence of numerous staff houses.

Governor Sang defended his position by citing staffing shortages and the recent transition to the Social Health Authority (SHA), but the senators rejected this justification, citing .
