Ruto Appoints Council for National Infrastructure Fund

President William Ruto has appointed the Governing Council for the newly established National Infrastructure Fund (NIF), assembling experienced professionals from Kenya and other African nations to manage its implementation.
The selections were officially announced in the Kenya Gazette on April 1, 2026, under Notice No. 4796.
Among the appointees is Prof. Benedict Oramah, GCON, who previously served as President and Chairperson of the Afreximbank Board.
Currently, he holds the position of Chairperson for the Fund for Export Development for Africa (FEDA) and the African Medical Centre of Excellence.
The publication notes his extensive list of accolades, including the Grand Commander of the Order of the Niger (GCON) from Nigeria, along with national honors from Barbados, Cameroon, Chad, Congo, Gabon, Guinea-Bissau and the Russian Federation.
Mrs. Faith Boinett, Advocate of the High Court of Kenya, was also selected for the council.
She presently acts as Chairperson of Kenya Pipeline Company Limited and has held governance positions in multiple State corporations, including the Privatization Commission.
Mr. Paul Russo, Chief Executive Officer of the Kenya Commercial Bank (KCB) Group PLC and Chairperson of the Kenya Bankers Association Governing Council, will serve alongside Mr. Richard Etemesi, Chairperson of Liberty Holdings Limited, who has occupied senior leadership positions at Standard Chartered Bank throughout Africa, Asia and the Middle East.
The Gazette notice, signed by Felix K. Koskei, Chief of Staff and Head of the Public Service, indicates: ” The Governing Council’s first task will be to supervise the recruitment of the Fund’s Board of Directors, which will then select the Chief Executive Officer to facilitate the Fund’s operational development.”
President Ruto enacted the National Infrastructure Fund Act (NIF) on March 9, 2026, concurrently with the Judges’ Retirement Benefits Bill.
The Fund is projected to attract billions in both public and private funding for strategic initiatives, in line with Vision 2030 and the Bottom-Up Economic Transformation Agenda.
