Police Request Ksh.21 Billion for Election Security

The National Police Service is seeking an additional Ksh.21 billion to fund its operations and enhance national security in preparation for next year’s general election.

Inspector General of Police Douglas Kanja informed the National Assembly Administration and Internal Security Committee that certain police stations are without electricity, and approximately fifty percent of all stations nationwide lack vehicles.

The funding request, consisting of Ksh.20.16 billion for recurrent expenditure and Ksh.1.5 billion for development purposes, was submitted to Parliament on Thursday.

The proposed allocation covers: Ksh.5.9 billion for insurance expenses, Ksh.3.2 billion for security operations, Ksh.2 billion for acquiring police security communication equipment, Ksh.1 billion for fuel, Ksh.1.6 billion to recruit 10,000 police constables, and Ksh.1 billion for specialized materials, among other items.

The service had initially received Ksh.127 billion at the commencement of the current financial year.

Half of our police stations are without vehicles, and we face challenges with fuel supplies, stated Kanja.

Kanja further disclosed that multiple police stations throughout the country continue to operate without electricity.

However, certain committee members expressed concerns about the escalating costs for settling outstanding bills for the National Police Service Referral Hospital – Mbagathi, with construction expenses now standing at Ksh.833 million compared to the initial Ksh.400 million.

This constitutes corruption. We will not permit such practices to be included in this request, said Homa Bay Town MP Peter Kaluma.

These developments occur as Kanja emphasized a deficit of 15,000 police officers within the service, outlining strategies to increase personnel before next year’s elections.

This follows a gathering of county police commanders focused on addressing national security concerns.

You have requested additional police officers. Currently, we lack sufficient staff and must work with those available. I understand you have shortages, but we will provide more officers in October to assist. Therefore, do not be concerned, Kanja noted.

Kanja also detailed the police approach for handling rioters.

We will provide weapons so you have the capability to confront protesters and criminals to ensure Kenyan citizens have peace. You will also receive new uniforms over the next three months. We will not tolerate thuggery, he said.

Director of Criminal Investigations Amin Mohamed added, We have apprehended several individuals involved in criminal activities. We will not accept criminals continuing to attack people in the country.
