Nyong’o Sh2.2bn Kisumu cash target

Kisumu County has unveiled a new integrated and automated revenue management system developed in partnership with Safaricom, as the county targets to collect Sh2.2 billion in the current financial year.

Governor Anyang’ Nyong’o, speaking during the launch alongside Deputy Governor Mathews Owili, said the system is expected to seal revenue leakages that have hindered the county from meeting its collection goals.

In the 2021/2022 financial year, Kisumu collected Sh982 million against a target of Sh1.9 billion, reflecting a significant shortfall. Nyong’o described the new system as a milestone that will help unlock the county’s revenue potential.

With this innovative approach, and if well managed, we hope to attain our revenue target of Sh2.2 billion and build on that next year, he said.

Cashless System with Multiple Channels

The new platform will process all county revenue through a fully cashless system, offering residents several convenient payment options including:

Safaricom App

Mobile application

WhatsApp platforms

County revenue collectors have already been trained to navigate and monitor the system.

Nyong’o highlighted the system’s real-time verification capability, enabled through secure unique identifiers such as QR codes. This ensures immediate confirmation of payments and reduces opportunities for manipulation.

Additionally, all county departments will now receive real-time revenue reports, enhancing transparency and efficiency.

Advanced Features and Piloting

The revenue system comes with GIS integration, enabling Kisumu to map all revenue sources and streamline collections—particularly for structured revenue streams.

It operates both online and offline, ensuring uninterrupted service even in areas with poor connectivity.

The system has been piloted since December 23, 2023, on unstructured revenue areas including:

Markets

Town parking

Bus park

Cess

Stock rings

Nyong’o said the pilot has validated the system’s credibility.

New Ushuru Centre Coming

To complement the system, the county plans to establish an Ushuru Centre, which will function as a contact and call center for all revenue-related inquiries.

The governor urged revenue staff to ensure they meet their targets and called on residents to pay taxes promptly and report any officer attempting to manipulate the new system.

Nyong’o assured the public of improved, secure, and clean trading spaces as the county strengthens its revenue collection framework.
