As part of Kenya’s education reform agenda, Nairobi County rolled out an enhanced CPD framework for Early Childhood Development Education (ECDE) teachers in October 2025, following recommendations from the Presidential Working Party on Education Reforms (PWPER). The initiative aims to improve teaching quality, promote inclusive learning, and ensure ECDE instructors are equipped with up-to-date pedagogical skills. Under the new structure, counties remain responsible for hiring ECDE teachers, while the Teachers Service Commission (TSC) will handle salary payments starting January 2024.
The CPD expansion includes regular workshops, digital training modules, and mentorship sessions focused on play-based learning, learner assessment, and CBC implementation. Nairobi County has also partnered with education stakeholders to offer certification pathways and performance-based incentives for ECDE educators. This move follows a nationwide recruitment drive in mid-2025, where counties—including Nairobi—advertised new ECDE positions and shortlisted candidates for interviews.
Education officials say the CPD program will help standardize ECDE delivery across Nairobi’s public schools and improve outcomes for learners aged 3–6. We’re investing in the foundation of our education system, said a county education officer. With ECDE now recognized as a critical stage in Kenya’s 2-6-6-3 curriculum structure, Nairobi’s commitment to teacher development is expected to influence similar efforts in other counties.
