MP Katana Says Call for Probe Into Missing Sh50m Kaloleni CDF Funds Not Political

Kaloleni MP Paul Katana has dismissed claims that he is using the controversy surrounding the alleged loss of Sh50 million from the Kaloleni NG-CDF to settle political scores. Speaking on Monday, the legislator said his appeal to the Ethics and Anti-Corruption Commission (EACC) to investigate the matter is rooted in accountability, not rivalry with former MP Gunga Mwinga.

The concerns stem from a report by the Auditor General for the financial year ending June 30, 2017, which flagged the unaccounted funds. The report, released in July, indicates that the constituency’s CDF accounts cannot trace the whereabouts of the multimillion-shilling allocation. Katana emphasized that he has not linked the issue to any individual and insists that anyone with useful information—including his predecessor—should present it to the investigators.

Former MP Gunga Mwinga has since distanced himself from wrongdoing, stating he has not reviewed the full audit report and believes the relevant documentation is available for scrutiny. He defended his tenure, noting that the management of the NG-CDF lies primarily with the fund account manager and the committee, who oversee expenditure and prepare financial statements. Former fund account manager Anthony Munyao said he would respond once he has gone through the report.

The unfolding situation has reignited local debate about financial transparency and governance in constituency development funds. As calls for accountability continue, attention now shifts to the EACC and other oversight bodies to determine whether the funds can be traced and if any responsibility will be assigned once investigations are complete.
