Kitui County’s Budget Implementation Report for the 2023/24 financial year shows a notable increase in both revenue performance and development spending, signaling renewed efforts by the county administration to strengthen service delivery. The report, tabled before the County Assembly, highlights rising allocations across key sectors including health, infrastructure, water, and agriculture—areas that have historically carried the highest public demand. County officials said the growth reflects improved revenue collection systems and prioritization of long-term development goals under the current leadership.
According to the report, Kitui’s total budget expanded compared to the previous financial year, driven by enhanced own-source revenue, improved exchequer disbursements, and more efficient project execution. Development expenditure registered the most significant jump, particularly in water projects, where the county invested in borehole rehabilitation, sand dams, and piped water networks. The health sector also received increased funding, enabling procurement of essential medical equipment, continued expansion of the ICU at the county referral hospital, and additional support to community health units. Roads and public works accounted for another large share, with ongoing grading, graveling, and construction projects in rural wards.
The report has generated mixed but largely optimistic reactions from leaders and residents. MCAs acknowledged the progress made in unlocking stalled projects and speeding up fund absorption but noted that delays in national transfers occasionally slowed operations. Civil society groups commended the county for improving transparency through regular publication of financial reports, though they urged departments to strengthen monitoring mechanisms to prevent wastage and ensure projects are completed on schedule. Residents who spoke during public participation forums highlighted improvements in water access and feeder roads but called for even more investment in markets, youth programs, and agricultural value chains.
Looking ahead, the report outlines priority areas for the 2024/25 financial year, including aggressive revenue mobilization, modernized digital systems for finance management, and targeted spending on sectors that can stimulate local economic growth. The county also plans to expand social protection programmes and integrate climate resilience measures into development projects. With the County Assembly expected to debate the findings in the coming weeks, the report will play a crucial role in shaping resource allocation and guiding Kitui’s development agenda for the next financial cycle.
