Kilifi Politicians Warn Against Exploiting Youth in Protest Movements

Machakos County has earned high praise from the Senate’s Standing Committee on Information, Communication and Technology (ICT) for its effective use of Integrated Financial Management Information Systems (IFMIS) and County Revenue Management Systems, which have significantly boosted local revenue collection. During a fact-finding mission in Machakos on September 9, 2025, committee chair and Trans Nzoia Senator Allan Kiprotich commended Governor Wavinya Ndeti for closing loopholes in revenue collection, noting that the county had achieved remarkable growth, particularly in the health sector. Hospital revenues, for example, rose from Sh30 million in the first year of using the system to Sh230 million, reaching Sh775 million in the current year.
The senators highlighted Machakos as a model county for other devolved units, emphasizing its streamlined revenue and financial management practices. Nandi Senator Samson Cherarkey described Machakos as one of the counties with the fewest systemic challenges and praised the administration for acting swiftly when attempts to compromise systems were detected. However, concerns were raised regarding delayed reimbursements from the Social Health Authority (SHA), with the county reportedly owed nearly Sh500 million, highlighting the need for a functional and responsive health financing system to support essential services.
The committee also called for greater consultation between the national and county governments on initiatives such as e-procurement to ensure smoother implementation. Governor Ndeti’s administration was lauded for fostering transparency, accountability, and efficiency, which have strengthened investor confidence and improved service delivery. Moving forward, the senators urged Machakos to continue enhancing governance structures and encouraged other counties to adopt similar practices to maximize revenue, improve health services, and strengthen devolution across Kenya.
