Kilifi County unveils new Counter Violence Extremism Action Plan

by KenyaPolls

Kilifi County has unveiled a strengthened Counter Violent Extremism (CVE) Action Plan that aims to enhance peace, security, and resilience against radicalisation in the region. The document — developed jointly by the County Government, National Counter Terrorism Centre (NCTC), the Kenya Community Support Centre (KECOSCE), and other stakeholders — identifies eight key pillars for intervention, including ideology, politics, economic opportunity, media, and social cohesion. The new action plan was officially launched at a ceremony in Kilifi town, where county officials reaffirmed their commitment to addressing the root causes of extremism. According to Kilifi Commissioner Kutswa Olaka, the plan involves a broad range of actors — from religious and community leaders to youth and women’s groups — in efforts to counter extremist narratives. Kenya News+1 KECOSCE Executive Director Phyllis Muema described the plan as a master framework for promoting long-term stability, noting that the process included community consultations, measurable outcomes, and mechanisms to monitor progress. Responses from local stakeholders have been broadly welcoming. Residents and civil society organizations have expressed optimism that the plan’s emphasis on youth empowerment and economic inclusion could undercut the appeal of extremist ideologies. By harnessing dialogues, public forums, and tailored interventions, the county hopes to build a more resilient and united community. At the same time, some observers warn that the success of the initiative depends on sustainable funding and strong political will — noting that past action plans have sometimes stagnated due to donor dependence. Looking ahead, county leaders say the action plan’s implementation will be overseen by a County Engagement Forum — comprised of government, security agencies, and community actors — that will meet regularly to track progress and respond to emerging risks. Kenya News With this coordinated approach, Kilifi is positioning itself as a model for how counties can localise counter-extremism strategies, strengthen community trust, and prevent radicalisation at its roots.
