Kiambu County Governor Kimani Wamatangi has set an ambitious target of Kshs 8 billion in Own Source Revenue (OSR) for the 2025/26 financial year, following a milestone collection of Kshs 5.45 billion in 2024/25. This achievement represents an 86% increase over previous years without raising levies, fees, or taxes.
The growth in OSR is largely attributed to the automation of revenue collection through the Enterprise Resource Planning (ERP) system. Citizens and businesses can now pay for services such as Unified Business Permits, market fees, quarry and parking fees, tourism site entry, and slaughterhouse fees conveniently via mobile phone (476# USSD). The system has also improved efficiency and accountability, allowing revenue to fund impactful development projects.
Key investments fueled by OSR include:
Education: Construction and furnishing of 309 Early Childhood Development Education (ECDE) centers, feeding programs for 50,000 ECDE children, and training of ECDE teachers to diploma level.
Health: Completion of 6 Level IV hospitals, 26 Level III hospitals, and upgrading 28 former dispensaries, along with hospital automation systems covering revenue collection, patient management, and procurement.
Municipal Services & Trade: Significant revenue collection improvements in municipalities, introduction of Unified Business Permits, and automation of fees for trade, tourism, and waste management.
Utilities & Public Works: Expansion of the Angaza Kiambu solar streetlight program with 4,000 lights installed in all 60 wards and plans to solarize county boreholes, ECDEs, and premises, reducing annual power costs of Kshs 700 million.
County Revenue Authority Chair Mburu Kangethe emphasized that the growth in OSR demonstrates a functional system, effective team, and disciplined county, while Assembly Speaker Charles Thiong’o urged the CRA to factor OSR into county revenue allocations to reflect local revenue potential.
The county remains on track toward the Kshs 8 billion target, setting a foundation for enhanced service delivery, fiscal sustainability, and socio-economic transformation.
