Kakamega Sets Bold Development Path in 2019/2020 Annual Plan, Prioritising Food Security and Infrastructure Growth
Kakamega County has unveiled its 2019/2020 Annual Development Plan (ADP), outlining a comprehensive strategy to guide budget preparations and shape service delivery across key sectors. The document, published by the County Government of Kakamega, sets the framework for the upcoming fiscal year under the Public Finance Management Act, 2012. With a strong focus on agricultural productivity, infrastructure improvement, and enhanced service provision, the plan positions the county for accelerated growth while reinforcing accountability through clear monitoring and evaluation systems.
According to the ADP, the county’s blueprint is structured in five chapters, beginning with a detailed profile of Kakamega’s geography, population, and socio-economic environment. It also reflects on achievements under the 2017/18 ADP, highlighting areas where progress has been made and identifying sectors requiring renewed focus. Food security emerges as a major success story, with the county reporting significant gains through initiatives such as the One Cow Initiative, which distributed 600 in-calf heifers to households. Additional agricultural measures—including subsidized artificial insemination services, farm input subsidies, expanded irrigation acreage, and farmer training—have been instrumental in boosting production and household resilience. The cooperative movement also grew stronger, with new societies registered and supported to enhance both production and savings culture.
The release of the ADP has generated optimism among residents and development stakeholders, many of whom view the outlined priorities as essential for stimulating inclusive growth. Improved infrastructure, enhanced livestock production, and strengthened health and tourism sectors are expected to elevate living standards and expand economic opportunities in both rural and urban areas. The emphasis on measurable performance indicators has attracted praise for promoting transparency and ensuring projects deliver tangible results for citizens.
Looking ahead, the county plans to translate the ADP into actionable programs within the upcoming budget cycle, with departments expected to align their spending proposals to the strategic priorities identified. As Kakamega continues to invest in agriculture, infrastructure, and cooperative development, officials say the long-term goal is to build a more food-secure, economically vibrant, and self-sustaining county. The 2019/2020 plan marks a crucial step in strengthening development planning and ensuring that public resources support impactful, community-driven progress.
