Homa Bay launches people-led climate adaptation plan

Homa Bay County has unveiled its first locally-driven adaptation plan to enhance resilience against climate change. The initiative, known as the Locally-Led People’s Adaptation Plan, is a collaborative effort between the Homa Bay County Government and the Global Centre for Adaptation (GCA).

The plan emphasizes community participation, particularly from residents of informal settlements, who share firsthand experiences of climate-related challenges such as flooding, strong winds, and prolonged drought. Their input will help shape priorities for long-term climate resilience projects, including improved drainage systems, upgraded urban infrastructure, and slum rehabilitation.

Governor Gladys Wanga highlighted that the plan will support strategic and financial preparedness for climate challenges while transforming Homa Bay into a vibrant, well-planned city over the next decade. Climate change can force people to relocate from their homes. This adaptation plan empowers residents to mitigate its impacts, Wanga said during a site visit to Shauri Yako estate in Homa Bay town.

GCA CEO Prof. Patrick Verkooijen noted that the plan gives local communities a platform to express their concerns and priorities, which will guide implementation and resource mobilization, including funding from international partners. The local people know what needs to be done, but limited resources hinder action. This plan will help mobilize support from the Global North, he added.

The people-led approach ensures that Homa Bay’s climate adaptation measures reflect the real needs of its residents, making the county better prepared for the growing threats of climate change while promoting sustainable urban development.
