Coastal leaders under the Jumuiya ya Kaunti za Pwani (JKP) economic bloc have intensified their push for a fairer share of national resources as the Commission on Revenue Allocation (CRA) prepares the fourth edition of the county revenue-sharing formula. Meeting on April 27, 2024, at Mombasa Beach Hotel, governors and senators from the six coastal counties — Mombasa, Kwale, Kilifi, Tana River, Lamu, and Taita Taveta — jointly reviewed technical recommendations ahead of their scheduled submission to the CRA on May 2, 2024. The forum was led by Kilifi Governor Gideon Mung’aro, who also chairs the Regional Cooperation docket within the bloc.

During the deliberations, JKP leaders emphasized the need for the new formula to reflect the true socio-economic realities of coastal counties. They called for validation of Kenya National Bureau of Statistics (KNBS) data on critical indicators such as land size, water resources, and blue economy potential, arguing that inaccurate data has historically disadvantaged the region. The governors further insisted that balanced development metrics — including poverty levels, road access, and urban service demands — must be central in determining allocations, given the unique development challenges and climate vulnerabilities faced by coastal communities. They noted that the third generation formula, while progressive, fell short in addressing long-standing marginalization.

Beyond the revenue formula, the JKP governors affirmed their commitment to continued engagement with the national government, the Council of Governors, and Parliament to champion policies that unlock the region’s economic potential. They argued that the Coast’s strategic contribution to national growth — through its ports, tourism, blue economy resources, and expansive land — must be reflected in funding decisions. As the submission date approaches, the bloc aims to secure a more equitable framework that strengthens service delivery, improves infrastructure, and builds resilience in communities who remain at the frontline of climate and economic challenges.
