Garissa Governor Nathif Jama has announced a major shake-up in his county cabinet, unveiling new changes aimed at restoring efficiency and strengthening service delivery across key ministries. Speaking on Monday during the announcement, Governor Nathif said the adjustments were necessary to optimize and accelerate government operations, especially in departments that have experienced prolonged disruptions. He emphasized that the reorganization was part of his administration’s commitment to ensure faster, more effective service delivery to the people of Garissa.

The changes come after months of stalled operations in the departments of trade, environment, and water—critical sectors that have faced operational paralysis following legal disputes involving former executive members challenging their dismissal. To stabilize leadership and ensure continuity, the governor merged the water docket with environment and natural resources, appointing Mohamed Aden Noor—previously in charge of education—as the new executive for the expanded portfolio. The Trade and Commerce department was placed under the Finance Ministry, headed by Abdihakim Sheikh Dayib, in an effort to streamline operations and strengthen oversight. Additionally, Safia Sheikh Omar has been reassigned to lead the Education, Public Service, and Information docket, while the agriculture and fisheries department was merged with livestock under Hajir Mohamed Dahiye.

Governor Nathif reiterated that the reshuffle reflects his administration’s broader development agenda, anchored on improving health services, expanding access to water and sanitation, upgrading infrastructure, strengthening security and inter-community relations, enhancing youth and education programs, and supporting enterprise and job creation. He assured residents that the government remains focused on addressing their needs and managing county resources responsibly. The latest cabinet changes, he added, are designed to ensure that every department is functional, accountable, and aligned with the county’s development goals. With the new team in place, the governor expressed confidence that service delivery across Garissa will improve significantly in the coming months.
