Education Ministry Drafts New Policy Framework to Implement PWPER Reforms

he Ministry of Education has finalised a draft policy and legislative framework aimed at implementing recommendations from the Presidential Working Party on Education Reforms (PWPER). This move follows the 2023 PWPER report that identified challenges in access, equity, quality, funding and governance within Kenya’s education system. Education Cabinet Secretary Ezekiel Machogu has invited public and stakeholder input on the draft proposals as part of a participatory process. If approved, the new framework is expected to redefine the structure and financing of education — aligning Kenya more closely with global standards and addressing longstanding inequities.
