County Government of Kitui releases Annual Development Plan 2024/2025

The Kitui County Government has released its Annual Development Plan (ADP) for the 2024/2025 financial year, outlining strategic priorities, flagship projects, and key development targets for the coming year. The document, prepared in line with the Constitution and the Public Finance Management Act, will guide spending and programmes across all sectors as the county seeks to strengthen service delivery and accelerate economic growth. The ADP has been submitted to the County Assembly for approval, marking a critical step in the county’s annual budget cycle.

According to the plan, Kitui recorded several notable achievements during the previous financial year (2022/2023), including major investments in education, health, water, and infrastructure. Over 12,000 learners benefited from the county’s pro-poor bursary support worth KSh 86.4 million, while hospitals saw essential upgrades such as the procurement of ICU equipment and the construction of a new Intensive Care Unit at the Kitui County Referral Hospital. In agriculture and water access, the county issued certified seeds to farmers, ploughed 23 acres through subsidized tractor services, completed six water structures including three earth dams and three sand dams, and repaired 19 boreholes. Infrastructure improvements included the installation of 10 solar streetlights, maintenance and graveling of various roads, and 500 new security lights across major centres. The county also operationalized the Kangukangu–Mutomo–Ikutha water project and completed the new County Integrated Development Plan (CIDP) 2023–2027.

County officials noted that the 2024/2025 ADP builds on these achievements by prioritizing revenue enhancement, improved service delivery, stronger social programmes, and expanded county infrastructure. The plan emphasizes community-level development, expansion of water supply, modernized agriculture, and investment in health systems to better support growing populations. It also highlights the county’s efforts to streamline staff management, evidenced by the conversion of ECDE teachers to permanent and pensionable terms and consistent, timely salary payments across county departments.

Looking ahead, the ADP sets the foundation for stronger economic resilience and better coordination of development initiatives under the CIDP 2023–2027. By aligning new projects with citizen needs identified through public participation, Kitui aims to deliver more impactful results in the upcoming financial year. Once approved by the County Assembly, the plan will guide resource allocation and shape the county’s development agenda as it works to expand opportunities and improve quality of life for all residents.
