Regulation of Airbnb Services in Nairobi City County
The Nairobi City County Assembly acknowledges the growing presence of Airbnb services within the county, where hosts rent short-term accommodations to tourists and other travelers. While these services have expanded local tourism options, there are serious concerns regarding safety, especially for young women, as recent months have seen a rise in femicide and criminal incidents linked to Airbnb properties.
Recognizing that Airbnb units, originally designed for family or tourist stays, are being misused for criminal activities and unregulated parties, the Assembly notes the negative societal impact and the potential to deter tourism. While the National Government through the Ministry of Tourism is developing nationwide regulations, the County Assembly urges the County Executive, in collaboration with the Ministry, to develop local rules and guidelines covering:
Establishment of Airbnb properties within the county
Licensing requirements for operators
Operational standards to ensure safety and accountability
Management protocols to protect residents and guests
The motion emphasizes the protection of citizens, promotion of responsible tourism, and alignment with national efforts to regulate Airbnb operations effectively.
