Controller of Budget Flags Unlawful County Spending

Controller of Budget Margaret Nyakang’o has raised a red flag over rampant unlawful spending by county governments. In her quarterly report, she cited instances where counties used funds allocated for development to pay pending bills and salaries, in contravention of the Public Finance Management Act. Nairobi, Mombasa, and Kisumu were among the worst offenders. The report has sparked calls for stricter oversight and personal responsibility for governors and county finance officers who authorize such irregular expenditures.
