Education News: JSS intern teachers intensify push for confirmation through advocacy across counties

Intern teachers deployed under the junior secondary school (JSS) tier say they were recruited on internship terms in November 2024 and deployed in January 2025, but have yet to receive confirmation of permanent status.
In counties such as Narok County, they held demonstrations, vowing not to return for the next term until their demands are addressed.
In Lamu County, the branch of Kenya Union of Post‑Primary Education Teachers (KUPPET) raised concerns over very heavy workloads, poor teaching conditions and the delay in confirmation of about 20,000 JSS intern teachers.
In Murang’a County, hundreds of JSS teachers demanded confirmation, better pay and a clear roadmap ahead of the January 2026 school reopening.
Why they’re pushing
These intern teachers are being paid lower stipends (around KSh 17,000 per month, as reported) rather than full salaries under permanent employment. They argue this is insufficient given their responsibilities.
They point to a court order and parliamentary motions backing their confirmation, claiming the delay undermines their job security and professional dignity.
They argue that stabilization of the JSS teaching force is vital for successful rollout of the junior secondary level under the Competency-Based Curriculum (CBC).
What the obstacles are
Budget shortfalls: TSC has indicated that they do not currently have sufficient funding to absorb all intern teachers into permanent positions.
Lack of clarity/timeline: Intern teachers say there has been no consistent communication on when the confirmation will take place, what criteria will apply, or which intern teachers will be absorbed.
Resource strain in schools: Some JSS schools are under‑staffed and lack infrastructure, compounding the pressure on intern teachers and adding urgency to their demand.
What they want
Immediate confirmation into permanent and pensionable terms by January 2026 at the latest.
Equal pay, benefits (pension, medical cover, allowances) as other fully confirmed teachers.
Clear public roadmap and transparency in the process of absorption rather than indefinite internship renewals.
