The Kitui County Assembly has approved the Supplementary Budget Estimates I for the 2025/2026 financial year, raising the county’s total budget to KSh14.7 billion. The approval, made during a Wednesday morning sitting, follows legal provisions under the Public Finance Management Act, 2012 and the Assembly’s Standing Orders. The supplementary estimates reflect an upward adjustment of KSh470.5 million from the originally approved county budget of KSh14.27 billion.
Presenting the motion before the House, Budget and Appropriations Committee Chairperson Hon. Zacchaeus Syengo (Voo/Kyamatu) explained that the adjustment was mainly driven by revised allocations in the national government’s Equitable Share and Conditional Grants. These changes are contained in the 2025 County Allocation Revenue Act (CARA) and the County Governments Additional Allocations Act (CGAAA). Syengo emphasized that the supplementary budget was necessary to align county spending with updated national disbursements and ensure continuity in key development programmes.
Members of the County Assembly welcomed the Committee’s report and urged the County Executive to expedite implementation once the final appropriation bill is passed. In the same sitting, the Assembly approved extra sessions to create sufficient time for debate on the Kitui County Supplementary Appropriation Bill, 2025. The bill, once enacted, will operationalize the newly approved budget adjustments. The approval marks a key step in strengthening the county’s fiscal planning as it moves into the new phase of the financial year.
